GOAL: Community conversation on development charges in Moncton.
The consultants leading the project, Watson & Associates, will give an overview of work to date, which will include an outline of foundational principles that underpin the draft development charge framework.
The meeting will also provide an opportunity to gain additional info, and to network with key landowners and members of the developer/builder community.

Approval by Minister and Registration of by-law
A development Charge By-law requires approval by the Minister of Municipal Affairs and Environment before being registered in the Land registry Office. The by-law is not put into legal effect until it is registered.

Council - Committee of the Whole
The Project Team and consultants will give an update to Council on the initiative prior to starting the legislative enactment process. This will include a project update with a summary of consultation feedback received to date and a proposed project timeline for the remainder of the initiative.

Public Session of Council (Tentative)
regularly-scheduled public meeting, the proposed Development Charge by-law,
along with associated framework, will be ‘introduced’ to Council initial
consideration and 1st reading.
Although this is a regular public
meeting, members of the public will not be able to speak at this meeting, as
the public hearing is the platform for considering objections.
Any by-law under the Community
Planning Act proposed by Council must be referred to the Planning Advisory
Committee. This committee of Council will provide a recommendation (its
“views”) on the proposed by-law back to Council.

Regular public meeting of Council - Public Hearing (Tentative)
The public hearing is the platform
for Council to consider objections to the proposed by-law. Anyone wishing to
speak at this meeting must make a written submission, or indicate their
intention to staff to attend and speak in advance of the public hearing.
