We’re reviewing our Municipal Plan and Zoning By-Law
Moncton is growing and evolving. Let’s create a new Municipal Plan and Zoning By-Law that supports a future as bright and dynamic as our city.
The City of Moncton’s current Municipal Plan and Zoning By-Law were adopted in 2014. Council is required to periodically review and update the Municipal Plan to ensure its objectives and policies remain current and relevant and to meet the requirements of the Community Planning Act and other provincial policies and regulations. The Zoning By-Law must be updated to conform to the new Municipal Plan.
Once the review is complete, the City of Moncton will have an updated Municipal Plan and Zoning By-Law that is forward-looking and that will help ensure future growth and development aligns with the community’s goals and priorities.

Several rounds of engagement will be held to:
hear and learn from you
share key findings and updates
present and gather feedback on emerging ideas
Notifications for these engagement opportunities will be distributed once the dates have been planned. Details for each engagement opportunity will be on this page.
The tools, documents, and questions will change as the project progresses and as we learn more about the community's needs and interests, so check in often and share your thoughts!

In-person Engagement Sessions Join us at one of our two in-person drop-in sessions and get ready to dive into some exciting discussions about which “Big Moves” we should prioritize in the new Municipal Plan and Zoning By-Law. This interactive, open-house-style event, is an opportunity to share what’s important to you.

During this phase, we officially launched the project and kicked off the engagement program, to begin dialogue with the community, including First Nations and Rightsholder engagement. We identified and explored issues and opportunities for Moncton as it grows. Feedback during this phase became the foundation and supported the preparation of the background report in Phase 2.
Phase 2: Visioning
Municipal Plan Review has finished this stage
Focusing on the creation of a draft vision and defining objectives for the plan, this phase prioritized the development of the background report.
The first round of engagement with the community gave us insight into what you love about Moncton and what your big ideas are to make it even better.
We reviewed background reports and looked at demographic and economic data to get a sense of what the community looks like now, what the existing priorities and directions are, and understand how Moncton is anticipated to grow and change in the future.
Phase 3: Developing
Municipal Plan Review is currently at this stage
This phase will identify the “Big Moves” that the new Municipal Plan and Zoning By-Law will address.
What are “Big Moves”?
Transformative actions that can shift the trajectory of our city’s development. “Big Moves” are strategic initiatives that reflect community values, aspirations and priorities. They serve as a guiding compass for all future planning decisions. These can include matters related to housing, transportation, complete communities, access to parks and open space.
Listening to the ideas and feedback of our community is an important part of this phase. You will have an opportunity to learn about and provide your thoughts on the draft vision and guiding principles of the ‘Big Moves’ as part of this round of engagement.
Phase 4: Refining
this is an upcoming stage for Municipal Plan Review
This phase will focus on preparing the draft updated Municipal Plan and Zoning By-Law. Following public release, engagement and consultation will be completed to ensure that the draft documents reflect key views, community, and First Nation and Rightsholder priorities. The draft documents will be finalized following the engagement activities for this phase.
Phase 5: Production
this is an upcoming stage for Municipal Plan Review
In this phase, finalized draft documents will be legally reviewed and translated, followed by the final round of community engagement and First Nation and Rightsholder consultation to ensure that all participants and First Nations communities and Rightsholders are informed about the proposed final changes to the Municipal Plan and Zoning By-Law, as well as the Council public hearing process.
Phase 6: Completing
this is an upcoming stage for Municipal Plan Review
This phase is focused on conducting the required public hearing on the proposed Municipal Plan and Zoning By-Law and undertaking the legislative adoption process required by Council.
