The St. George Improvement Plan project has concluded. The final report was received by City Council in September 2025 and is now available to the right under “Final Plan”.
Council accepted the recommendation to further the design for Concept 1 – Community Walk from Vaughan Harvey Blvd. to Botsford St. combined with Concept 2 – Mobility Corridor from Botsford St. to King St.
Council also accepted the recommendation to discuss the feasibility of utility relocation with NB Power and communications providers.
Background
St. George Street is an important destination in downtown Moncton that has been the subject of several studies and plans over the years. The street is envisioned to be one of Moncton’s premier destinations, functioning as a dynamic urban hub for both residents and businesses.
To accommodate future growth and development within the boundary of Wheeler Boulevard, certain sections of the water and sanitary sewer infrastructure require upgrading and renewal.The planned replacement of ageing sewer infrastructure under the St. George St. makes this an opportune time to envision the future of the street and plan for above-ground reinstatements that balance the needs of all users for the decades to come.
The project area spans the entire 1.9 km stretch of St. George Street from Vaughan Harvey Boulevard to King Street. The street hosts a blend of commercial and residential properties, including retail shops, restaurants, apartment buildings, and townhouses.
Project Objective
The City of Moncton retained Momentum Transport Consultancy and Upland Studio to develop a St. George Improvement Plan with defined concepts, installations, and design work which can be implemented, constructed and installed in a phased approach.
The consultant prepared three distinct conceptual visions based on pedestrian-oriented priorities with strong input from residents, businesses and organizations on the street.
The Concepts
The developed concepts explored innovative approaches that treat the street as a space for people, as well as accommodate the movement of residents and visitors in the downtown core without using a car. The concepts are as follows:
Concept 1: The Community Walk This vision prioritizes pedestrians and active transportation while creating community spaces and enhancing St. George Street's unique identity.
Concept 2: The Mobility Corridor This vision establishes the street as a key mobility corridor for the city, promoting active and public transportation.
Concept 3: The St. George Street Trail This vision redesigns the street to function as an extension of the Northwest Trail, adding recreational opportunities and greenery.
Public Engagement
Input from residents, businesses and interested parties was essential to help shape and inform the development of the concepts and designs. The second round of community engagement helped adapt and refine the concepts to bring the City one step closer to a finalized vision for St. George Street. A series of in-person and on-line sessions and activities allowed residents to participate in public consultation.

St. George Street Improvement Plan is currently at this stage
The goal of this phase is to establish a set of principles and objectives for the upcoming design work based on comprehensive dialogue with stakeholders and the wider community.
Phase 2: Drafting Plan

The team will begin developing the draft Improvement Plan based on what we heard from the community in Phase 1. The draft plan will provide three scenarios for the future of St. George Street.
Phase 3: Draft Plan Engagement

At this stage, we will bring the draft plan back to the community and demonstrate how their ideas have shaped the Plan. This iterative approach to engagement will allow us to adapt and improve the concepts developed and keep the community involved throughout the project.
Phase 4: Finalizing Plan

The final phase will be focused on developing a concept plan for each scenario retained, by improving and enhancing the plan based on the feedback gathered in previous phases.
