About the proposed Vision Lands Development Charge Area(s)

The Vision Lands is an approximately 1,400-acre area in Moncton bound by Mapleton Road, the Trans-Canada Highway, Wheeler Boulevard, Morton Avenue, and McLaughlin Drive.

The City continues to advance planning work to enable future development in this important growth area.

What’s Happening Now

The project team is currently:

  • Finalizing the Vision Lands Secondary Plan and associated amendments approval processes,
  • Drafting a development charge background study to outline rationale on infrastructure and related costing for the Vision Lands, and
  • Exploring funding options for core regional infrastructure needed to open this area for development.

At this stage, there is no timeline for active construction.

Objectives

Through this development charge costing process, the City aims to:

  • Update the existing secondary municipal plan for the Vision Lands area, and
  • Develop a proportionate cost-sharing allocation for landowners in the Vision Lands that is fair and equitable for all.

Infrastructure and Development Charges

To support anticipated growth in the Vision Lands, the City has identified several key infrastructure requirements, including (but not limited to):

  • A new east–west collector road,
  • Multiple roundabouts, and
  • Regional sewer system upgrades.

These regional infrastructure improvements support development both within and outside the Vision Lands.

To help finance this infrastructure, the City is exploring the potential application of development charges.

What are development charges?

Development charges ensure an equitable and transparent approach to funding growth-related infrastructure. The charges are applied to new development, typically at rezoning, subdivision, or development permit stages.

The City has engaged Watson & Associates Economists Ltd. to support analysis and conversations around potential development charges for this area.

Engagement to Date

Information sessions with Vision Lands landowners were held in March 2026 to provide an overview of the Vision Lands Project and introduce the development charge considerations. These sessions also helped begin conversations with landowners in the project area. Further engagement opportunities will be offered as the process advances.

    Hi there,

    The project team is currently working through final updates to draft Vision Lands Secondary Plan documents and exploring potential funding options for core infrastructure required to open the Vision Lands for development. 

    At this stage, no timeline for active construction is available.
